France: Syria regime finances halved by sanctions

PARIS (AP) ? International sanctions targeting Syria's repressive regime have depleted its financial reserves by half ? and Damascus is actively trying to evade them, the French foreign minister said Tuesday.

Alain Juppe called for a solid international response to such Syrian "maneuvers" as he opened a Paris meeting of some 57 countries including Arab League states to reinforce sanctions against President Bashar Assad.

The actual size of Syria's foreign currency reserves isn't known, but it was believed to be around $17 billion at the start of the uprising in March 2011. Juppe didn't specify how much of Syria's finances were impacted by sanctions, but said "our information" is that they have been cut in half.

Juppe said Syrian authorities "continue to actively seek alternate routes to get around these sanctions, others (countries) are more or less offering alternative deals. We must respond to these maneuvers."

Tuesday's closed-door talks between diplomats and finance ministry officials from the Arab world, the European Union, the U.S. and others ? under the "Friends of Syria" banner ? are meant to keep up pressure on Assad despite his commitment to a cease-fire plan laid out by special envoy Kofi Annan and aimed at ending 13 months of violence in Syria.

"Our meeting is in itself a message: the Syrian regime must understand that it cannot continue its repression with impunity, and refuse the political transition laid out under the Annan plan and expected by the Syrian people," Juppe said.

Two Arab League nations ? Syrian neighbors Iraq and Lebanon ? were not attending. They have said that enforcing sanctions with Syria is hard for them to carry out, according to diplomats.

Western diplomats say a string of EU, U.S. and other sanctions are affecting Assad by curbing Syria's ability to export oil and impede the ability of his cronies and relatives to do business abroad.

Europe has agreed to sanctions against Syria's oil sector ? depriving Damascus of the market for nearly 90 percent of its oil export revenues. The regime is losing about $400 million in revenues each month, or about $2 billion since November, French diplomats have said.

In Moscow, Russian Foreign Minister Sergey Lavrov accused unspecified foreign forces of trying to thwart Annan's plan by encouraging the opposition to continue fighting the government and trying to substitute the U.N. Security Council with unofficial groups like the Friends of Syria.

Syrian opposition members, meeting Tuesday in Moscow, say they have sensed a shift in Russia's stance on the conflict in their homeland and voiced hope that Russia will crank up pressure on Assad's regime.

Haytham Manna, the leader in exile of the National Coordination Body for Democratic Change in Syria, said Russia has voiced support for democratic changes in Syria and believes the Syrians themselves should determine the country's future.

"The representatives of the Russian government aren't inclined to support the idea of preservation of the dictatorial regime," Manna told a news conference. "They are talking about the need for continuing democratic changes, and it's very important for us."

Abdul-Aziz al-Kheir, a spokesman for the National Coordination Body for Democratic Change in Syria, said Russia's position has been changing over the past two months and "particularly fast over the past two weeks."

Syrian opposition members want Russia to apply its power to persuade Assad the Annan plan.

"Russia has all the necessary levers to apply pressure on Assad's government and help Annan's mission," Manna said.

Manna said that while the opposition was encouraged by the talks in Moscow, differences remain. Russia continues to be strongly critical of Assad opponents using force, Manna said, while the opposition views it as a legitimate response to the violence on the part of the regime.

He said that the opposition delegation also sought to assuage Russia's concerns about the rise of Islamism in Syria and prospects of continuing violence in the country in case of regime change.

The opposition delegation is expected to meet with Russian Foreign Minister Sergey Lavrov later Tuesday.

Lavrov has recently criticized Assad for dragging his feet on reforms and using excessive force. He and other Russian officials have strongly urged their old ally to observe Annan's plan.

Russia, along with China, has twice shielded Assad's regime from U.N. sanctions over its deadly crackdown on a popular uprising. But Moscow has strongly supported Annan's cease-fire plan to end 13 months of violence and begin talks on Syria's political future.

A genetically transformed strain of bacteria takes on a bluish cast as a signal that synthetic coding was incorporated into the cell's genetic machinery.

Someday, microbiomes just might give us a world where crude oil is grown like a crop, where vaccines for new flu strains can be produced in days instead of months, and where physicians can tweak the bacteria in your gut to cure what ails you. At least that's the promise held out by genomics pioneer Craig Venter and others at a symposium conducted this week at Seattle's Institute for Systems Biology.


A decade ago, Venter was among a cadre of researchers who first decoded the human genome ??in Venter's case, his own.?Today, as the head of the J. Craig Venter Institute, he's among a cadre of researchers who are not only working out the implications of that genetic code for our daily lives, but also studying how to tweak the genetic codes of the myriad microbes that surround us ??and in some cases, live within us. The makeup of those microbial communities is what scientists refer to a "microbiome."

A decade ago, the main challenge facing geneticists was to translate the "analog" information of cellular chemistry into a digital database, Venter told attendees. Today, the main challenge is to reverse course and make the "digital to analog" conversion, so that innovations in genetic code can be applied to the real world.

How's that done? Venter and his colleagues made a start on that task just a few years ago, by pioneering a process to synthesize DNA and insert it into a strain of bacteria. The daughter cells reflected the artificially altered programming instead of their forebears' natural genetic code.

Now Venter and others are putting synthetic biology to work. Here are just a few of the examples cited at the Seattle symposium, titled "Systems Biology and the Microbiome":

  • Novartis, a major pharmaceutical company, is working with Venter on techniques to crack the genetic code of an influenza virus strain and pass it along to the vaccine-makers within five days. A quick turnaround is the key to containing the spread of deadly flu strains like the one that killed tens of millions in 1918. "We think we're actually pandemic-ready," Venter said.
  • Several commercial ventures, including Sapphire Energy, are tweaking algae to produce oil-like compounds at a price that's cheaper than the cost of crude oil. Sapphire CEO Jason Pyle pointed out that based purely on commodity costs, corn is a cheaper energy source than oil (though not as cheap as natural gas). If genetically modified algae could be grown in mass quantities as cheaply as corn, it could become a renewable energy source that's much closer to carbon-neutral than fossil fuels. Carbon dioxide could come to be seen as "the raw material of the future," Venter said.

From 2010: Algae fuel start-ups across the country are getting closer to commercial scale production of the environmentally friendly fuel, thanks to investment from the government.

  • Algae strains could also be reprogrammed to produce foodstuffs, Venter said. Such genetic twists could outpace today's chemical-heavy agricultural methods, which are increasingly being seen as too wasteful for the planet's rising population. "Ultimately, the elimination of agriculture as we know it should be a goal of modern science," Venter said. However, harnessing synthetic algae cells is "not a short-term project," he cautioned.
  • Unraveling the human microbiome, particularly in our digestive system,. ranks among the top priorities for microbiologists. Physicians are already experimenting with "fecal transplants" ??a gross-sounding procedure that involves injecting material from a donor's intestines into the gut of a patient who needs a healthier bacterial community. Having your digestive bacteria analyzed, and tweaked if necessary, may someday become part of a routine physical. (However, MIT's Eric Alm noted that it wouldn't have to be done annually, because your gut's microbiome doesn't usually change that quickly.)
  • The bacteria in our bowels may even play a role in space exploration: If we ever get to the point of sending astronauts to Mars, Venter said one of the first items on the agenda should be to replace the astronauts' Earth-centric gut bacteria with a selection more suited to the Mars trip. Venter has said other bacteria cold be engineered to create fuel and food from raw materials on Mars,?including the carbon dioxide in its atmosphere.

This all sounds like a science-fiction utopia, but some believe there's the potential for a sci-fi nightmare instead. Last month, an international environmental consortium called for a moratorium on the commercial use of synthetic organisms, and an outright ban on the application of synthetic biology to the human genome or the human microbiome.

"It is our obligation to safeguard the future, to be wise in our development and use of technologies which could threaten humans and the Earth," said Carolyn Raffensperger, executive director of the Science and Environmental Health Network.?The results of an online survey on synthetic biology are due to be released next month.

Samsung Mobile has just sent out the invite above to UK press, along with details of a "Samsung Unpacked" event in London on May 3. The message asks members of the press to "come and meet the next Galaxy." That'll be the Galaxy S III, then. Samsung says it plans on live streaming the event, which kicks off at 7pm local time (2pm EDT, 11am PDT), via its official Facebook page.

Sony Mobile is kicking off its Android 4.0 Ice Cream Sandwich update project, with Scandinavian countries being the first to get a taste of ICS on the Xperia Ray, Xperia Arc S and Xperia Neo V. And later in the week, HTC addressed reports that some One S phones were experiencing chipped edges on their ceramic coating -- owners of affected phones can return their handset for a refund, or have it replaced under warranty. The manufacturer also says it's making small changes to ensure the problem doesn't crop up again.
